Accessing water faucets outside of industrial and public buildings requires a 4-way water key, also known as a sillcock key. This is an inexpensive, yet very beneficial item to include in your emergency kits (Bug Out Bag, Get Home Bag, Go Bag, etc) to assist with obtaining water in an emergency situation.
